Tom Luff leads the Business Modelling and Policy Innovation team at Energy Systems Catapult. An energy strategy and policy expert, he works with industry and government to unlock innovation on the path to Net Zero.
Tom has previously led UK government teams reforming electricity network policy, renewable electricity incentives, and energy security, including roles within what is now the Department for Energy Security and Net Zero and the National Security Secretariat. He also served as Energy and Infrastructure Counsellor at the UK Embassy in Tokyo, where he facilitated investment into the UK and supported UK energy businesses exporting to Japan.
